“The Rising Gulf. What Implications for the EU”. in  The Rising Gulf. The New Ambitions of the Gulf Monarchies.

What are the implications for the EU of the Gulf States’ new assertiveness both at the regional and global levels? What is the impact on Europe of the Gulf’s increasing financial leverage and of the shifting of its international economic interests, energy strategy and potential security partnerships? Luigi Narbone and Valeria Talbot address these questions in the last chapter, which identifies areas of common interest for Europe and the Gulf and their policy implications. The chapter also includes some priority actions for Europe to pursue in order to strengthen ties with the GCC and to take full advantage of intense economic, energy and defence relations between EU member states and Gulf monarchies. Given the impact of MENA region dynamics on both Europe and the Gulf, convergence of action in the Middle East should be by far a key sector of bilateral cooperation.

The Gulf region has become an increasingly important international actor but many questions about the six monarchies of the GCC remain unanswered. In the aftermath of the Arab Spring, different domestic and international dynamics are at play and the changes in the geopolitics of the Middle East have transformed the regional policies of the states of the Gulf countries. In order to explore these issues, the Robert Schuman Centre for Advanced Studies held a conference on ‘The Gulf region: domestic dynamics and global-regional perspectives. Implications for the EU’ (Florence, Italy, 20-21 April 2015).

Nel quadro della complicata situazione in cui versano i paesi della sponda sud del Mediterraneo e il Medio Oriente, un elemento di rilievo è dato dal cambiamento della composizione e del ruolo degli attori regionali. Alcuni di essi, tradizionalmente importanti, sono ora fuori gioco, mentre altri, in primo luogo Arabia Saudita e Iran, stanno accrescendo il loro peso e trasformando le crisi e i conflitti armati mediorientali in tasselli di uno scontro per la supremazia nell’area. Eliminando la tensione fra l’Arabia Saudita e l’Iran si rimuoverebbe una buona parte delle cause dei conflitti regionali, facilitando il processo di pacificazione in Siria e in Yemen e la costruzione di un Iraq realmente democratico.
