Data for Policy Community, Area 3 'Policy and Literacy for Data'
Preparation of a landscape report on the research area.
The third key focus area of CUP's Data for Policy Community deals with data-driven policy research and involves the policy, literacy, governance, and management issues related to developing and implementing data-driven solutions. Across the globe, different governance models and frameworks for data and associated technologies are being developed, influenced by local contexts, cultural values, and levels of public literacy and acceptance.
The focus here is on understanding and managing the intricate relationships between data subjects, data controllers, and stakeholders, and on encouraging policymakers to reconsider the balance of power in data governance.

The Elgar Companion to Data and Indicators for the Sustainable Development Goals, Edward Elgar.
Challenges of the use of data and indicators for the implementation and delivery of the SDGs are the starting point of “The Elgar Companion to Data and Indicators for the Sustainable Development Goals”. It aims to sensitise policy-makers, public officials, researchers and citizens for the key challenges of the use of statistics and data for the SDGs delivery. Its main objectives are to
- understand the relevance, impact and presence of data and indicators for/in the delivery of the SDGs;
- describe the diagnostic functions and power of data and indicators for/in the delivery of the SDGs;
- assess the descriptive, normative and political functions and power of data and indicators for/in the delivery of the SDGs;
- discuss ethical questions related to of data and indicators for/in the delivery of the SDGs;
- present examples of the use of data and indicators for/in the delivery of the SDGs.
Main elements of the companion focus on the politics and ethics of measuring progress towards the SDG; regional perspectives on data and indicators for the SDG; data quality and sources; skills for measuring the SDG; and the SDG sensitive use of data and indicators.
The Palgrave Handbook on Indicators in Global Governance, Palgrave Macmillan, 2nd edition.
The first edition of the handbook brought together both academic and institutional perspectives to examine the production, use and contestation of indicators in global governance. It provided a unique and comprehensive guide to the latest research in the study of indicators and their use in global governance and policy making. As editors, we provided a guide to the vast body of literature and practice on measuring governance and measurement as governance at the global level, and present a state-of-the-art analysis of social science research on indicators at both the transnational and the global level. The Handbook brought together scholars from a variety of disciplines and perspectives, as well as policy-makers from international organisations and non-government organisations working in the field. The second edition of the book will extend the handbook's case study portfolio to new policy areas.
The Political Economy of Measuring Governance
Article based on the 2025 update of the dataset developed under the project 'On the political economy of measuring state capacity and governance: Mapping transnational approaches and their production'
The article presents insights into mapping the political economy of governance and state capacity measures by systematically analysing who rates state capacity and governance where, how, what for, and funded by whom. It moreover assesses the differences between and the performance of the different measures. This analysis will be an innovative contribution to the research on state effectiveness and governance, in which space so far matters little.
WE BE GLOBAL - States of WEll-BEing and the measurement of healthy livesl around the world
A Special Collection of articles will present the results of the WE BE and the WE BE GLBOAL project. WE BE
- maps of transboundary conceptual commonalities and political economy factors underpinning global wellbeing metrics;
- develops a portfolio of case studies on the translation of these concepts into national policies and practices in wellbeing in Czechia, Hungary, Poland, and Slovakia and selected other countries.
The project team is led by the Knowledge, Governance, Transformations Research Area of the Global Governance Programme at the EUI's Robert Schuman Centre for Advanced Studies.
